George Kennan, the father of containment, asserted that even though the United States was a strong and powerful state, it was not strong enough to conquer and or bring about change by itself. Therefore, the policy of containment was to be a universal policy. To do this, the United States adopted the Marshall Plan of funding states that had been financially crippled by the effects of world war two in return for their loyalty to resist communism. The Marshall Plan was a huge economic success that resulted in booming Western European Economies halting the progress of communism to the west. It led to the formation of the European Community that still exists today. The formation of the North Atlantic Treaty Organization (NATO) was another universal front of the Truman Doctrine. NATO was formed to create a mutual defense organization that would support the signatories against military invasions. The joining of the treaty changed the United States foreign policy drastically from the isolationist attitude it held before World War Two. The doctrine of confinement became Truman’s foundation of the United States’ foreign policy (Gaddis 74).

The situation of Greece and Turkey highlights how the United States used the Truman doctrine to advance its course. England had become bankrupt and unable to support Greece any further. Since the United States was better financially, Truman mobilized congress to give financial aid to Greece. .
