Background to the proposed study

The US government has implemented a number of policy frameworks and regulations in relations to the insurance sector, which have had significant effects on accessibility, and scope of coverage of comprehensive healthcare insurance policies. The Affordable Care Act (ACA), a policy reforms in the insurance sector that took effect at the beginning of the year 2014, is likely to cause a major impact on the access, affordability and coverage of the healthcare insurance policies. According to America’s Health Insurance Plans (n.p), the ACA provisions are likely to improve the coverage of the comprehensive healthcare insurance and thus expand the benefits and coverage subsidies for most American businesses and individuals. The ICA policy is likely to results into several market reforms that will see many Americans, who previously could not afford healthcare insurance, take advantage of the expanded Medi-cal and federal subsidiaries through covered California. a health benefit exchange that will increase benefits covered under the comprehensive healthcare insurance while lowering the costs of insurance. However, with increased enrollment, improved benefits and implied limitations on the sharing of costs, most Americans are going to experienced increase in costs and premiums paid while purchasing individual medical covers for themselves and their families.

According to the Californian Association of Health Plans (1-4), the ICA provisions are likely to affect costs of insurance in a number of different ways. One, individuals will be forced to buy insurance polices that offer almost similar benefits like those offered by the employer and this is likely to cost more and attract more premiums. Two, according to the National Institute for Health Care Management(1), the ACA requires insurance healthcare plans to cover a higher percentage of medical costs, which is likely to increase the annual premiums. Three, ACA will increase the insured benefits, which will result into a proportionate increase in the insurance costs because of increase in average premiums charged. Four, ICA forces insurance companies to cover pre-existing conditions and prohibits them from exerting extra charges for poor health conditions. this is likely to force them to raise the healthcare premiums for the entire market in order to widen the common pool. Five, based on the Milliman client report (10), ACA provisions make it very impossible to lower premiums based on age of applicant. this implies that younger people will be charged higher premiums just like older people. Six, ACA makes it compulsory for all the Americans to enroll for insurance. this implies that the elderly and more risky members of the population will enroll thus raining the general cost of insurance in the market.

Problem statement

Implementation of the ICA policy and its provisions is likely to raise the insurance costs beyond the ability of most American families. In addition to this, the policy is likely to affect the scope of coverage of the comprehensive healthcare insurance for American families and their beneficiaries. In the end, the sustainability of the expansive coverage of the ACA policy will be at stake unless policymakers and other stakeholders take urgent measures to lower the costs of accessing healthcare insurance benefits.

Purpose of the proposed study

The purpose of the proposed study is therefore to explore perceptions of Americans regarding the impact of ACA and coverage of comprehensive healthcare insurance policies and recommend various ways of lowering the costs while expanding the benefits to include abortion coverage.

Proposed methodology

Secondary data on demographic composition of the American families, insurance policy frameworks and the implications of the Affordable Care Act (ACA) on the scope of coverage of healthcare insurance in America will be gathered from government publications such as Current Population Surveys from US Census Bureau, trade and scholarly sources. The proposed document will also contain surveys concerning the perception of employees regarding the impact of the ACA policy on affordability of healthcare insurance benefits and scope of coverage of insurance benefits. The study site will be my university and the study population will be the employees at the university. Descriptive research design will be used to gather data on ACA policy and address research problem. Convenience sampling shall be used to sellect actual respondents to the study.

Strict Border Policies Would Place Everyone in Harms Way Recent action in the US House of Representatives called for the construction of a wall between Mexico and the United States as a tactic to halt the tide of illegal immigration. This is one more sign of the hysteria that has gripped the country over this issue. Similar plans have called for militarizing the border, adding thousands more agents, and deporting the immigrants that are already here. Although the unchecked flow of immigrants from Mexico into the US does come at a high cost to the US taxpayer, projected enforcement strategies would be even more costly. Strict border control action is far too costly, damages communities, and would result in a dangerous and deadly situation for the people involved.

Attempting to stop the flow of illegal immigrants by militarily patrolling the border with vehicles and agents is not feasible. There are almost 2,000 miles of Mexican border (Strayhorn). To adequately patrol this area would require several agents per mile of border. It would necessitate increasing the size of the Border Patrol to as much as ten times its current level. Additional vehicles and weapons would also need to be procured. The cost of this arrangement would be unaffordable even in good economic times. With the current obligations and the mounting budget deficit, the additional manpower required for strict patrolling of the border is not a realistic option.

The US House of Representatives plan to spend $2.2 billion on a 700-mile wall is also a fiasco (Hendricks). Blocking 700 miles would do nothing to protect the other 1,300 miles and would have underlying negative effects. According to Hendricks, “Leaders in American border communities are saying it will damage local economies and the environment”. It would prevent wildlife from crossing on their normal habitat and restrict reasonable access to local communities. Even if the price tag does not double as some expect, the cost to the environment and communities is far too great.

Selectively patrolling the border at the places most frequently used to cross may have an immediate impact on the flow of people. However, they would seek out other routes that are less noticeable. This would take them across rugged and more dangerous terrain. It would only serve to place the immigrants at risk for their life. Many of these people are just children and should not be forced into a deadly position. Yet, by increasing security at selected points we are forcing them to take deadly chances.

The argument is not about whether we have an immigrant problem or not. It is generally agreed that a large population living outside the social and economic system is detrimental to citizens and aliens alike. The question is how do we enforce the law and deal with the current residents and the people that continue to arrive. Strict military patrols and fences simply are too expensive, destroy the environment, and can not realistically work. Forcing the immigrants to cross where the terrain is dangerous will certainly result in their needless death. The US should find a way to control the problem without the negative aspects that a strict patrol policy would generate.
