In the context of strategic marketing, strategic planning can help managers to align the business strategies with the market trends and culture (Czinkota and Ronkainen 2007). The assessment of market conditions while developing a strategic marketing plan helps managers to understand the level of competition. Over the years, serial murderers have been classified under different types. Some of them are the: Visionary Type, Mission-Oriented Type, Power Control-Oriented Type, Lust Killers, etc. The two serial killer types that I will be focusing on in this paper are the Lust Killers and Mission-Oriented Type.

The main motive for Lust Killers is sex (Cost). It does not matter whether their victim is dead or alive. they mostly depend on their fantasy. The more they torture or even mutilate the person, the greater the sexual gratification they get. These killers mostly use weapons – such as knives or even their bare hands – that make it possible for them to have near contact with the victims. There is no time span for how long these murders may continue, as long as the stimulation is present, they will keep happening. As it decreases, they may slow down or come to a halt completely.

One of the most famous of these killers is Jack the Ripper. Even though he was killed in the nineteenth century and is believed to have murdered five women over a period of three months, yet there remains a great hype about him. The main reason behind that being that to this day no one has discovered the true identity of the serial killer. Jack the Ripper is thought to be a Lust Killer because of his choice of victims and the way he took their lives (House, 2011). He murdered middle-aged women who were prostitutes and he did the job so very brutally, slashing different parts of their bodies and even scooping out their organs. He used a sharp knife and was very quick with the work that he was not caught. Psychologists say mutilating his victims helped him attain sexual pleasure.

Even though Jack the Ripper shares some of his qualities similar to that of a disorganized killer, but the majority of them are those of an organized one. He clearly had an aim in mind to murder the prostitutes and not just any random person he came across. To do that he brought and used his own weapons and did not even leave any of them behind.

Question Arbitration refers to a process where two disputing parties involve in a third party to listen to their different point of views and issues out a final solution to the impeding conflict without bias or preference. On the contrary, mediation refers to when two or more disputing parties can not reach an agreement therefore seek the services of a mediator to help them explore possible avenues and discuss the possible consequences of actions taken by the disputants to help them reach an agreement on how to solve the issue at hand. A comparison between arbitration and mediation firstly shows that whereas arbitration is adjudication, mediation involves expedited negotiations. Secondly, in arbitration, the arbitrator is given the power to make a decision whereas in mediation both parties are given authority to control the outcome of the agreement. Thirdly, arbitration requires extensive information for accurate judgment by the arbitrator whereas mediation exchange of information is always voluntary. Lastly, arbitration is always a formal process whereas mediation is an informal process. The two are however similar because they both aim at solving a conflict or dispute between parties involved.

In the garner situation, the legal issue was the excessive use of police force during his seizure although this was not the case because under NYPD rules the officer’s action was allowed. In my opinion, it is false to say that the officers involved were objectively unreasonable to the victim leading to his death after being forced to place his head on the pavement in spite of saying that he could breathe well. The rule of law stated that the officer involved was only to be indicted if found out that he had malice or intent to hurt Garner. In sum his death was judged to be as result of intervening medical conditions.

The legal issue here is resisting arrest and unlawful possession of marijuana leading to death of the victim. In the Radio Rahim situation, excessive use of police officers was not necessary because the victim in question was walking on a sidewalk. The law allowed a certain amount of force to be used and not excessive force to be used when arresting unarmed victim who posed no danger to the officer. In my opinion, it would have prudent enough fore the police officer to approach the victim and ID him before taking any action against like use of excessive force on him. Moreover, using excessive force on an unarmed civilian totally shows how clouded the police officers mind are in making judgments as there are several ways to still achieve the interest. The case is similar to the garner situation as they both shared the same ending.

However, I partially support excessive use of force by police officers in the Rodney King situation. The legal issue here is of excessive use of force by officers leading to victim’s death. The victim had resisted arrest thus leading the police in a high speed chase along the street putting other commuters in danger. However, along his arrest, use of excessive force was purportedly exercised towards him because after the first whippings he had accepted arrest and assumed a felony prone position but the officers were captured beating him from his apartment balcony. In my opinion, Officers were therefore expected to judge the situation and stop the use of excessive force, but they went a head to apply force on a victim who had already surrendered. In the end, officers were charged with assault for going against the rule of law and some acquitted

At the best, a near and accurate guess can be made, as it is impossible to emulate the exact sequence of events.

The sequence followed in forensic science ‘consists of preliminaries, followed by documentation, collection and preservation of evidence in order to arrive at a crime reconstruction scenario and final interpretation’ (Nickell Joe & Fischer John F.).

The preliminaries include arriving at the scene of the crime at the earliest and taking control of the situation immediately by identifying the people at the site and eliminating the destruction of evidence by the crowds, media persons, etc. in order to form an appropriate and accurate hypothesis of the situation at hand. Inadvertent destruction of evidence by the police personnel, medical teams, and other well-wishers at the site has to be eliminated at the first instance. Definite duties are then assigned to forensic assistants in order to eliminate duplication of tasks by an overall controlling officer. The main duties of forensic experts are divided between the photographer, measurer, master note taker, and the evidence collector (Nickell Joe & Fischer John F). Each of these activities is to be handled by the expert in the field who has to gather his data in a rapid and accurate manner.

Bill A676 was originally drafted after the ‘Jessica Rogers’ case, a victim in Hamilton, New Jersey who was injured as the result of road rage.

Under current law if a vehicle or vessel is driven recklessly and causes a serious bodily injury it is a fourth degree crime. Serious bodily injury creates a large or substantial risk of death or causes disfigurement, protracted loss or impairment of any bodily member or organ (http://www.njleg.state.nj.us/2010/Bills/A1000/676_S1.PDF). That action causing physical pain, illness or impairment is ‘bodily injury.’ Bill A676 would upgrade this crime of assault to a crime of the third degree which in turn would qualify it for further and more severe prosecution. This would bring about an increase from imprisonment of up to 18 month and a possible fine of up to 10,000 to a three to five year term of imprisonment with a possible fine of up to 15,000.

As a Police Officer it is possible to be influential in the passing of bills and creation of new laws by acting as advocates and supporting lobbyist who represent the criminal justice sector and its promotion. Criminal justice agencies are extremely important in getting bills through the Legislature with the use of media contacts and public appeal. This involves getting the general public on board and in agreement with criminal justice agencies and proposed changes or recommendations in laws. Frequently and unfortunately it takes a tragic act to attract attention to areas of the law which need improvement and a better balance.

Criminal justice agencies should definitely have a say and opinion in which laws are passed and how and what resources are located to which departments, in order of importance and interest of the public. Agencies usually are on the front line when dealing with the issues that Legislators are merely discussing and reviewing. They are not such as the Officer who constantly sees faulty policy or complete lack of policy in some cases and are best able to recognize the difference and improvements possible through the use of the agencies suggestions.
