Defining the Community
Your community can be any geographically defined county, city, or town. Clearly delineate the following dimensions before starting the process of community assessment:

After the community has been defined, the next phase is assessment. The following items describe several resources and methods that can be used to gather and generate data. These items serve as a starting point for data collection. This is not an all-inclusive list of resources and methods that may be used when a community assessment is conducted.
The time frame for completion of the assessment may influence which methods are used. Nonetheless, these items should be reviewed to determine what information will be useful to collect about the community that is being assessed. It is not necessary to use all of these resources and methods; however, use of a variety of methods is helpful when one is exploring the needs of a community.

With the use of public transportation or by driving a vehicle around the community, one can observe common characteristics of the community.

Focus Groups
Focus groups (usually small groups of 6-12 people) can be helpful when one is gathering information about specific areas of concern within the population. Use of a focus group involves open dialogue about the population, whereas an interview or survey yields only individual responses.

Community resources used
Transportation issues within the community

Surveys may be used to collect data from the community. Selecting a sample of the target population may prove helpful in the collection of data that are easier to analyze. It is important to ensure that the sample is representative of the target population.
A survey should be developed that takes into consideration the developmental level of the group that is being assessed. Questions should be written at the appropriate developmental level, so they are answered in a way that makes the data useful. Part 1: Using the 15 data users listed in Chapter 4, use the Excel template provided to create a matrix. The rows are your data users. As your column headings, you will enter the reason why the users use the data. You will use an “X” to indicate which data uses apply to which data users. Part 2: Now that you are familiar with some of the users and uses of health care data, think about some other uses. Imagine you are some of those users. Select 8 of the users categories from your textbook and write a different example than in your textbook of how users use data. Some of the uses might not be obvious. They should be in full sentences and part 2 should be in a WORD document
For example, if you have ever read a research article, then you have used health care data because the researcher has used health care data to perform the research. The purpose of this assignment is to give you an idea of how challenging it is when health care is a scarce resource. There will never be enough money for everyone to have every health care service they may need or want. Who makes these decisions? Perhaps a government agency, perhaps an insurance company. It is easy to blame a nameless, faceless business for denying care. But what if it was you? What if you worked in that field and the burden to allocate too few resources to too many needy patients sat on your shoulders? Might you have a completely different perspective? How do payors determine what to cover? The answer is simple and complex at the same time. Payers generally do not cover anything experimental. They have clear policies for what specific plans cover. In this case you are not working for an insurance company. You are a senior executive in a hospital. The hospital sets aside charity care monies each year to assist needy patients. There are always more needy patients than there are funds. When the funds are gone, they are gone. This year, you are tasked with distribution of the money.
None of the patients have insurance or any significant funds. You have 1 million dollars. It cannot be used for more than one patient.
The patients are as follows:
