The first of six steps of performance management consists of goal setting, as detailed in Chapter Three. Assume that you work for the Los Angeles Tribune, a large but struggling newspaper publisher with distribution throughout the Los Angeles region. Various problems have arisen that need to be addressed:

  • The cost of paper is rising
  • The cost of distribution is rising
  • Circulation revenue is down
  • Advertising revenue is down, largely due to free online listings offered by Craigslist and other online advertising services
  • Customers are largely in the 40+ age range
  • The current number of employees cannot continue to be supported if revenue continues to shrink

You have been selected by the CEO to construct a goal-setting framework that focuses on three of the six issues above. As a new intern, it is your turn to present to the pretrial diversion program staff luncheon this week. All employees and interns take turns presenting each Thursday at noon at the staff luncheon. You have only been an intern for a few months and are not sure what information you could present to the staff that would be useful. One program within the pretrial diversion program that your supervisor, Sarah Harris, is working on is employment opportunities in the criminal justice field for individuals who have successfully completed the pretrial diversion program and are interested in attending college. Great leadership is often obvious in hindsight, when history reveals the end of a particular event or story. Predicting the types of leaders needed to take public health into the future, however, remains elusive. Many theories and types of leadership abound, from situational to adaptive to transformational and beyond. As a future public health professional, it is important to grasp these frameworks, but within these are leadership competencies that are constantly evolving and shifting as the landscape of public health shifts.

Developing into an effective leader is a lifelong process. Shi and Johnson liken it to the Native American symbol of the ever-ascending spiral (2014) with upward progress based on goals. The critical need for leadership training has long been noted. Yet, any training must begin with a baseline of self-awareness of leadership competencies an individual possesses as well as a plan for developing those competencies still needed to effectively lead. But with any journey toward a goal, one must have a clear destination in mind. The National Public Health Leadership Network has developed the “Public Health Leadership Competency Framework,” which provides a good starting point for gaining self-awareness.

For this week’s Assignment, review the Learning Resources. Complete one of the assessments (e.g., Turning Point Assessment) of your leadership style and competencies. Use the results from the assessment as a starting point for developing your leadership development plan.

A surgeon performs elective surgery on John Smith. Smith later complains to his surgeon about pain resulting from the surgery. His surgeon dismisses his complaints as not credible and eventually withdraws from the case. Smith is then treated by another surgeon, who determines that Smith developed complications from surgery and that the delay in treatment has made the complications worse.
